乡村治理是国家治理的有机组成部分.乡村治理现代化既是国家治理现代化的重要内容,又是实施乡村振兴战略的重要抓手.新时代乡村治理现代化,必须以价值体系为引领,以能力体系为支撑,以制度体系为保障.新时代乡村治理现代化实践既要坚持理念创新,重构乡村治理现代化的价值体系;又要强化党建引领,完善乡村治理现代化的能力体系;还要实施"三治融合",构建乡村治理现代化的制度体系.

Rural governance is an integral part of national governance.Rural governance modernization is not only an important content of national governance modernization,but also an important starting point for the implementation of rural revitalization strategies.The modernization of rural governance in the new era must be guided by a value system,supported by a capacity system,and protected by an institutional system.It is necessary to adhere to the concept of innovation and reconstruct the value system of rural governance modernization;strengthen the leadership of party building and improve the capacity system of rural governance modernization;and implement the“three governance integration”to build a system of rural governance modernization.
