新时代基层党政干部法治思维结构与量表设计

The Structure of Rule of Law Thinking for Local Public Administration Cadres and the Development of Its Measurement in the New Era

全面依法治国离不开领导干部特别是基层党政干部法治思维的运用与引领,而领导干部法治思维的研究,因缺乏标准化的测量工具而难以深入。本文在已有研究的基础上,以县处级及以下党政干部为研究对象,通过因子分析法获得了基层党政干部法治思维4因子结构,形成与构建了一套基层党政干部法治思维量表,主要包含法治思维理论认知、法治思维决策应用两个模块,法律规范认知观、法律原则认知观、法律规范实践观、法律原则实践观四个维度,共16个条目。经检验,量表具有良好的信度和效度,为新时代基层党政干部法治思维的测度和深层次研究奠定了基础,有利于国家和公众掌握基层党政干部心理动态并进行干预、监督等管理实践。

Comprehensively advancing law-based governance of China cannot be separated from the use and guidance of leading cadres’rule of law thinking,especially the rule of law thinking of local public administration cadres.However,the researches on the rule of law thinking for leading cadre are difficult to step further due to the lack of a valid measurement tool.Based on the former researches,this paper took county-level leading cadres as research objects,obtained the four-factor structure of the rule of law thinking of the local public administration cadres through factor analysis,and finally constructed Rule of Law Thinking Scale for Local Public Administration cadres.The scale includes two modules:the theoretical cognition and the decision-making application of rule of law thinking.It also consists of four dimensions:the view of legal norm cognition,the view of legal principle cognition,the view of legal norm practice,and the view of legal principle practice,adding up to 16 entries.The scale demonstrates satisfactory reliability and validity,lays a foundation for the measurement and deep research of local public administration cadres’rule of law thinking,which is conducive to the governors and the public to grasp the psychological dynamics of local public administration cadres and implement management practices such as intervention and supervision.
