基于潜在活力度评价的镇村发展模式研究——以河北省左卫镇为例 被引量:2

摘要 经济新常态背景下,为迎合镇村产业转型的发展需求,促进镇域发展模式的优化调整,选取原煤炭物流小镇左卫镇为例,利用Python平台在对相关文献分词提取基础上归纳出经济水平、设施条件、人口现状、资源禀赋和交通区位5个活力维度12个活力因子,构建镇村潜在活力度评价指标体系。运用层次分析法、多因素评价法辅以纳尔逊分类法的组合分析方法,将左卫镇33个行政村分类为综合优势提升型、区位交通带动型、特色资源基底型、特色资源挖潜型、保留发展整治型以及重点改造搬迁型六类,根据分类结果提出镇村发展模式的优化策略。 Under the background of the New Normal Economy,in order to cater to the development needs of the industrial transformation of towns and villages and promote the optimization and adjustment of the development mode of towns and villages,Zuowei Town,a small town of coal logistics,is selected as an example.Based on the word segmentation of relevant literature,12 dynamic factors of five dynamic dimensions,namely,economic level,facilities,population status,resource endowment and traffic location,are summed up by using Python platform to construct the potential of towns and villages.Using the combination analysis method of analytic hierarchy process,multi-factor evaluation and Nelson classification,the 33 administrative villages in Zuowei Town are classified into six types:comprehensive advantage promotion type,location-driven type,characteristic resource basement type,characteristic resource tapping type,reserve development and renovation type,and key transformation and relocation type.Finally,according to the classification results,the optimization strategy of town and village development mode is put forward.
