摘要
为了防止或减轻地震灾害对铁路运输安全带来的危害,提高铁路运输安全性,阐述车载地震紧急处置装置在高速铁路地震预警系统中的作用,结合车载地震紧急处置装置的特点,采用基于HAZOP分析和层次分析法的评价方法,对车载地震紧急处置装置进行综合安全评价。以在大西试验使用的车载地震紧急处置装置为例,采用车载地震紧急处置装置综合安全评价方法,对其进行综合安全评价,得出不同功能和偏差的权重及风险等级,验证该评价方法的适用性,为车载地震紧急处置装置的进一步改进和完善提供理论参考和依据。
As one of the essential components of the China high-speed Railway Earthquake early-warning System(CRES),the On-board Earthquake Emergency Treatment Device(EETD)plays an essential role in the safety of the earthquake early warning in high-speed railway.Therefore,it is essential to evaluate its safety.It is analyzed by the HAZOP method.The relevant information of the results of the HAZOP analysis is used to establish the mathematical model for quantitative analysis,and the univariate evaluation matrices are obtained based on the fuzzy comprehensive evaluation method.The weight vectors are got by determining the weights of factors in the mathematical model based on the analytic hierarchy process.Furthermore,the results of the HAZOP could be quantitatively studied,and then the comprehensive safety evaluation of the EETD was realized.The results showed that to the EETD,the function u2 should be improved firstly,the risk level of the EETD was"Tolerable".The theoretical and reference basis for its further improvement could be provided.
