Nurturing care strategies and actions——Interpretation of framework for nurturing care in early childhood development published by the World Health Organization

为了更好地发挥养育照护在促进儿童早期发展的优势和作用,推动政府和社会力量的支持与参与,世界卫生组织、联合国儿童基金会等国际组织于2018年联合发布了《养育照护促进儿童早期发展——助力儿童生存发展,改善健康,发掘潜能的指引框架》,其主要内容包括框架介绍、养育照护构成及多元支持保障等若干部分,体现了国际上对养育照护在促进儿童早期发展所起关键作用的高度重视.作为国际上首次专门制定针对婴幼儿养育照护的行动纲领,该框架的出台引起了国内外的广泛关注.

In order to better strengthen the advantage and role of nurturing care in early childhood development,and promote the support and participation of the government and social forces,World Health Organization(WHO)and United Nations International Children’s Emergency Fund(UNICEF)in collaboration with some other international organizations jointly launched"Nurturing care framework for early childhood development:linking survive and thrive to transform health and human potential"in 2018.Its contents mainly include introduction to the frame,components of nurturing care,and multiple support services,which embodies that the international community places critical importance on the pivotal role of nurturing care in early childhood development.As the first action program specifically on infant and young child nurturing care in the world,this framework has attracted global attention.
