协同创新背景下高校科技评价机制研究 被引量:2

摘要 协同创新必须要调动参与各方的科研积极性,而科技评价起着指挥棒和风向标的作用,对协同创新与创新驱动发展的深入开展具有重要作用。文章结合协同创新与创新驱动发展的现实需要,提出科技评价改革必须坚持贡献导向、质量导向、协同导向;改变长期以来的重形式轻贡献、重数量轻质量、重短期轻长远的倾向;改变只注重第一单位、第一作者而忽视合作者贡献的弊端;建立分类、多元、开放的评价机制;学术界和科研管理部门通力合作,在科研评价中给予合作一定的贡献权重,在“学术共同体”中形成“利益共同体”。以发挥好科技评价在协同创新中引导方向、激励发展的功能,促进高校协同创新与创新驱动发展迸发出巨大活力。 Collaborative innovation must encourage the enthusiasm of all parties involved in scientific research.Scientific and technological evaluation plays a guiding role,which is of great importance for the in-depth development of collaborative innovation and innovation-driven development.Based on the practical needs of collaborative innovation and innovation-driven development,this paper puts forward that the reform of science and technology evaluation must adhere to the guidance of contribution,quality and coordination,must change the long-term tendency of emphasizing form over contribution,quantity over quality,and short-term over long-term,must change the malpractice of focusing only on the first unit and the first author while ignoring the contribution of collaborators,must establish a classified,diversified and open evaluation mechanism,that is,the academic community and scientific research management departments work together to give a certain contribution weight to the cooperation in scientific research evaluation and form a“community of interests”in the“academic community”.The research findings are expected to give full play to the function of science and technology evaluation in guiding direction and encouraging development in collaborative innovation,and to promote collaborative innovation and innovation-driven development of colleges and universities to burst out great vitality.
