Analysis of the current status of capacity building of provincial health education institutions in 2018

摘要 目的分析2018年全国省级健康教育专业机构能力建设情况,为各级卫生健康行政部门和健康教育专业机构开展能力建设提供参考。方法资料来源于2018年全国健康教育统计报表,以县-市-省健康教育专业机构逐级填报形式收集数据,从人员构成、科研、培训、项目经费等方面分析省级健康教育专业机构能力建设情况。结果截至2018年底,省级健康教育机构编制数共979个,编制数最多为137人,最少为3人,中位数为23人;实际在编人员832人,平均每机构为26人;男女比例为1:1.49;平均年龄为(40.39±9.92)岁。文化程度以本科为主,占57.63%;专业以非医学专业最多,占56.56%;专业技术职称构成,初级以下、中级、高级比例为1:0.82:0.58。共执行95个项目,平均每机构3.06个,执行项目数量为独立机构>非独立机构,中部低于东西部地区;发表科普文章95篇,平均每机构3.06篇;发表学术文章89篇,平均每机构2.87篇;共有10人次进修,平均每机构0.32人次;参加项目培训共2444人次,平均每机构69.16人次;执行各项经费共2.18亿元,平均每机构为681.34万元,经费数量为独立机构>非独立机构,中部地区远低于东西部地区。结论我国省级健康教育机构人员编制数差别较大,部分省级机构存在人员数量严重不足现象,专业背景与工作需求不匹配,职称构成有待优化,科研能力相对薄弱。 Objective To analyze the capacity building of provincial health education professional institutions nationwide in 2018,provide references for health administration departments and health education professional institutions at all levels to carry out capacity building.Methods The data came from the national health education statistical reports in 2018,which were collected by county-city-province health education professional institutions.We analyzed the capacity building of provincial health education professional institutions in terms of personnel composition,scientific research,training,project funding,etc.Results By the end of 2018,the provincial health education institutions had a total of 979 staffing,with a maximum of 137,a minimum of 3,and a median of 23.Eight hundred and thirty-two staff were actually on staff,with an average of 26 staff per institution.The ratio of men to women was 1:1.49 and the average age was 40.39±9.92 years old.The education level was mainly undergraduate,accounting for 57.63%.The majors were mainly non-medical,accounting for 56.56%.The ratio of junior and below:intermediate:advanced was:1:0.82:0.58 for professional technical titles.A total of 95 projects were executed,with an average of 3.06 per institution.The number of projects implemented in independent institutions was higher than non-independent institutions,and the central was lower than the east and west regions.Ninety-five scientific articles were published,with an average of 3.06 per institution;89 academic articles were published,with an average of 2.87 per institution.There was a total of 10 person-times for further education,with an average of 0.32 person-times per institution.A total of 2444 training session were attended,with an average of 69.16 person-times per institution.The funding from various sources totaled 218 million yuan,with an average of 6.134 million yuan per institution,which was higher in independent institutions than non-independent institutions and much lower in the central region than east and west regions.Conclusion The number of staff on the payroll in provincial health education institutions of China varies greatly.Some provincial institutions are facing with the problems of serious shortage of staff,mismatching between professional background and the need of work,professional titles need to be optimized,and relatively weak scientific research capacity.
