民生财政支出与新型城镇化:理论与实证

Fiscal Expenditure of People’s Livelihood and New Urbanization:Theory and Demonstration

在理论剖析民生财政支出对新型城镇化影响机理的基础上,利用2003-2017年我国省级城镇化面板数据,构建涵盖经济基础、社会功能及环境质量的综合评价指标体系,借助熵值法重新测算了中国新型城镇化发展水平,并建立动态面板模型,从全国和区域层面系统考察了民生财政支出与新型城镇化的关系。结果显示:在全国层面,由于民生财政支出的城镇偏向性导致城乡公共服务差距拉大,民生财政支出对新型城镇化产生了抑制作用;在区域层面,民生财政支出对新型城镇化的影响具有明显的区域异质性,即沿海地区民生财政支出对新型城镇化产生了正效应,内陆和沿边地区则产生了负效应。

On the basis of theoretical analysis of the impact mechanism of livelihood financial expenditure on new urbanization,this paper constructs a comprehensive evaluation index system covering economic basis,social function and environmental quality by using the provincial urbanization panel data from 2003 to 2017,recalculates the development level of new urbanization in China by means of the entropy method,and establishes a dynamic panel model,which is systematically examined from the national and regional levels.The relationship between people’s livelihood financial expenditure and new urbanization was examined.The results show that at the national level,due to the urban bias of people’s livelihood expenditure,the gap between urban and rural public services has widened,and people’s livelihood expenditure has a restraining effect on the new urbanization;at the regional level,the impact of people’s livelihood expenditure on the new urbanization has obvious regional heterogeneity,that is,people’s livelihood finance in coastal areas.Expenditure has a positive effect on new urbanization,while inland and border areas have a negative effect.
