基于保护再生视角的旧工业厂区现状可利用性评估 被引量:2

摘要 为充分利用旧工业厂区现状,合理经济地对旧工业厂区进行保护再生,通过分析旧工业厂区的实际状况,构建包括建筑、道路、管网及环境在内的旧工业厂区现状可利用性评估指标体系。考虑到现状本身及保护再生的各种不确定性,以及指标赋权的人为主观影响和评估过程中的未确知性,引入未确知测度理论和组合赋权法,建立基于组合赋权-未确知测度理论的旧工业厂区现状可利用性评估模型,将模型应用于西安市某厂区项目实例中。结果表明,该厂区现状可利用性评估等级为Ⅱ级,可利用性较高,具有一定的保护再生价值。评估结果与实际情况基本相符,该模型适用于旧工业厂区现状可利用性评估。 The paper intends to make an assessment of the current status in-situ of the availability of the old industrial plant area from the perspective of protection and regeneration,so as to provide a reference to the decision-making of protection and regeneration. For the said purpose,we have first of all analyzed and sorted out the influential factors of the availability of the old industrial plant area from the perspective of conservation and regeneration by building up an assessment index system based on the perspective of conservation and regeneration, which can mainly include the following 4 aspects,that is,the availabilities of the original buildings,the road system,the pipeline transfer network system,in addition to the environment. And,then,all the indexes have to be categorized into 4 assessment levels.What is more,since there exist various uncertainties in the current situation itself and the protection and regeneration,it would be necessary to introduce the unascertained measure theory to solve the various corresponding uncertainty problems. In addition,to make the index weight calculation more reliable and reasonable from the point of view of the subjective influence of the index weights,it would be necessary to introduce a comprehensive weighting method. It is just based on the above said foundation that we have established an availability assessment model for the current status in-situ of the old industrial plant area based on the unascertained measure theory and the comprehensive weighing method. And,finally,an old plant area in Xi’an has been taken as our case study sample. The calculation results of the comprehensive measure vector have to be 0. 103,0. 521,0. 074,0. 301. According to the confidential recognition criteria,the current status in-situ availability assessment of the said old plant area should be of level II,which implies that it has high availability and the needed regeneration value. The research shows that the assessment results are basically consistent with the actual situation,which verifies the feasibility and rationality of the model,and indicates that the model is suitable for the assessment of the current status in-situ availability of the old or the original industrial plant area.
