新时代中国互联网意识形态制度体系建设,必须着力从构建完善的网络监管体系、治理体系、风险评估体系、保障体系等层面入手,建立网络舆情监测体系,完善网络内容审查制度,完善网络资格审查制度和网上信息实时监测与跟踪系统,加强互联网法律治理、行政治理、技术治理,完善互联网空间监测体系、舆情研判机制、应急预警机制、应对处置或危机处理机制,总结评估机制,完善舆论引导机制,健全社会赏罚机制,完善利益调节机制,加强资金投入保障机制。

In the new era,the construction of China’s Internet ideology system must focus on building a perfect network supervision system,governance system,risk assessment system,security system and other aspects,establish a network public opinion monitoring system,improve the network content review system,improve the network qualification review system and online information real-time monitoring and tracking system,strengthen the legal,administrative and technological governance of the Internet,improve the Internet space monitoring system,public opinion research and judgment mechanism,emergency warning mechanism,response or crisis handling mechanism,summary and evaluation mechanism,and improve the public opinion guidance mechanism,the social reward and punishment mechanism,the interest adjustment mechanism,and the funding guarantee mechanism.
