党的十八大以来,以习近平同志为核心的党中央高度重视公民道德建设,作出了一系列重要部署。中共中央、国务院印发的《新时代公民道德建设实施纲要》以公民道德建设为基,在理论、现实、实践三个层面打通了提升社会文明程度的路径。理论层面,公民道德建设是提升社会文明程度的重要条件,社会文明程度又能促进公民道德建设的有效开展。现实层面,两者会通于社会生产力的不断发展,会通于社会主要矛盾的改变,会通于国家治理能力现代化的需求。实践层面,筑牢理想信念之基、培育和践行社会主义核心价值观、传承中华传统美德、弘扬民族精神和时代精神这四大任务既是道德建设的重中之重,同时又是提升社会文明程度的重要途径,两者互相促进,融会贯通。
