摘要
介绍了我国省级管网公司现状,根据天然气管网的气源来源、股东组成、经营模式对省级管网公司进行了分类。以浙江省为例,分析总结了省级管网公司改革探索和实践的经验,提出了我国省级管网公司未来改革思路和方向,认为未来国内省级管网公司预计将会以"两大类型、四种形式"融入国家管网公司。最后提出推进省级管网改革需要注意:"以市场化方式融入国家管网"应坚持四项原则;鼓励地方积极试点,探索改革方案和实施路径以逐步推动;以国家管网公司的规范运行给省级管网改革树立标杆作用;协调处理好省级管网改革中所涉及的不同主体的利益和关系。
This paper introduces the status of China's provincial pipeline network companies,and classifies them according to their gas sources,shareholder composition and business models of natural gas pipeline networks.Taking Zhejiang province as an example,it analyzes and summarizes the experience of reforms and practices in provincial pipeline network companies,which will produce certain directive and exemplary effects to the pipeline network operation in China.The paper puts forward the thinking on future reform and direction for China's provincial pipeline network companies,believing that these provincial pipeline network companies are expected to integrate into the national pipeline network company in the way of"Two Major Types and Four Forms".Finally,it outlines following points in push for provincial pipeline network reforms:the four principles should be adhered to in integrating into national pipeline network company with a market-oriented approach;the local companies should be encouraged to carry out pilot reforms and explore reform paths to promote the reform step by step;the national pipeline network company should set up standard operation benchmark for provincial pipeline network reform;and the interests and relations of different organizations involved in the reform of provincial pipe network should be coordinated and handled well.
