自贸试验区发展呈现从单区突破到多区开放、以区域试验带动全面开放的特点,在利用自贸试验区经验促进制度创新过程中,大幅压减外商投资负面清单,推行许可经营事项清单管理,基本形成了外商投资"准入前国民待遇+负面清单"法律制度框架。在不断深化的对外开放形势下,内资企业风险与机遇并存,石油石化企业必须经受历史性考验,需要适时变革以适应新形势的需要。

The development of China Pilot Free Trade Zones(PFTZ)is characterized by a breakthrough from one single zone to multi-zones opening-up and thus promoting the overall reform and opening-up for the country.In the process of making use of the experience of pilot free trade zones to promote institutional innovation,a legal framework of"pre-establishment national treatment with negative list"for foreign investment has been basically formed by substantially reducing the negative list for foreign investment and implementing the management of the list of permitted business items.Under the situation of further opening to the outside world,Chinese enterprises are facing both risks and opportunities.In this context,Chinese petroleum and petrochemical enterprises must stand historic tests and make timely changes to meet the requirements of the new situation.
