“一带一路”能源合作伙伴关系的成立是我国“一带一路”倡议及伙伴关系外交的重要成果和有效延伸,对各伙伴国能源领域的共同繁荣与可持续发展都有重要意义。首先对“一带一路”能源合作伙伴关系的构建过程和各伙伴国能源概况进行梳理,分析潜在合作的可能;其次深度剖析其作为促进可再生能源合作、保障各国能源安全、丰富全球能源治理、构建能源命运共同体四个层次的新平台、新路径、新模式和新关系的丰富内涵,指出“一带一路”能源合作伙伴关系成立的双重动力和可能挑战;最后提出推进策略,认为应从“凝聚共识、五通建设、创新引领”三方面和“运行保障、影响拓展、机制互动、协调推进、合作落实、主体力量”六条实施路径,推动“一带一路”能源合作伙伴关系走深走实。

The establishment of the Energy Cooperation Partnership of the“Belt and Road”is an important achievement and effective extension of the"Belt and Road"initiative and China's partnership diplomacy,and is of great significance to the common prosperity and sustainable development of all partner countries in the energy field.Firstly,the construction process of the Energy Cooperation Partnership of the“Belt and Road”and the energy profiles of each partner countries are sorted out,and the potential cooperation possibilities are analyzed.Secondly,it deeply analyzes its rich connotation as a new platform,a new path,a new model and a new relationship to promote renewable energy cooperation,ensure energy security of all countries,enrich global energy governance and build a community of energy destinies.It points out the dual motivation and possible challenges of the establishment of the Energy Cooperation Partnership of the“Belt and Road”.Finally,we will push forward the strategy from three aspects of"condensation of consensus,five-channel construction and innovation leading"and six implementation paths of"operation guarantee,impact expansion,mechanism interaction,coordinated advancement,cooperation implementation and main force"to promote the Energy Cooperation Partnership of the“Belt and Road”to go deep and solid.
