Virtual Asset Regulation:Hong Kong Experience and Its Enlightenment

虚拟资产得益于去中心化、无地域限制的优势,自诞生以来备受欢迎,正被广泛地应用于支付、投融资等领域,但其本身存在的信用、洗钱、流动性等风险也是一个目前亟待解决的全球问题。香港作为亚洲金融中心,顺应金融科技的发展潮流,连续颁布了数项对于虚拟资产的监管规则,旨在促进金融创新,防范金融风险,保护投资者利益。内地可借鉴相关经验,改变监管策略和完善监管制度,构建有中国特色的虚拟资产监管体系。

Virtual asset has been popular since its birth and is widely used in the fields of payment,investment and financ‐ing because its advantages of decentralization and no geographical restrictions.However,its risks such as credit,mon‐ey laundering and liquidity are also a global problem to be solved urgently.Hong Kong,as a financial center in Asia,has been following the trend of financial technology and has continuously published several regulation rules on virtu‐al assets,which aim to promote financial innovation,guard against financial risks and protect the interests of financial consumers.The regulators of mainland region can learn from the relevant experience to change the supervision strate‐gies and perfect the supervision system so that we can finally construct the virtual asset supervision system with Chi‐nese characteristics.
