Difficulties and Solutions of Non-governmental Organizations Participating in Environmental Governance

对于当前我国生态文明建设来说,政府单一治理主体不足以解决环境问题,而非政府组织作为一种新生的社会力量,在环境治理中与政府有着共同的目标,凭借着其自身独特的优势在环境治理中能发挥较大作用。于是,与非政府组织合作治理也就成了一条出路。由于非政府组织发展资金不足且来源单一、缺乏透明规范化管理以及与政府合作沟通不畅等原因,使得在环境治理中与政府合作存在一定困难,而通过改变其单一的筹资方式、建立两者之间有效合作的协调平台等方式能够保障两者合作的顺利进行。

For the current construction of ecological civilization in our country,the government as a single governance subject is not enough to solve environmental problems.As a new social force,non-governmental organizations have common goals with the government in environmental governance and play a huge role in environmental governance with its own unique advantages.Therefore,cooperative governance with non-governmental organizations has become a way out.Due to the lack of funds and single sources for NGO development,lack of transparent and standardized management and poor communication with the government,it is difficult to cooperate with the government in environmental governance.However,the smooth progress of cooperation between the two can be ensured by changing their single financing mode and establishing a coordination platform for effective cooperation between the two.
