The evolution of basic public services:Subject,structure and model

基本公共服务是中国特色社会主义事业的重要组成部分,是保障人民生产生活、化解社会主要矛盾、全面建成小康社会的前置性条件。因此,厘清我国基本公共服务的发展脉络,才能在新时代准确定位完善和发展基本公共服务的方向。基于历史变迁的视角从基本公共服务供给主体、供给结构以及供给模式3个维度剖析我国基本公共服务体系的演进轨迹,发现基本公共服务体系在发展过程中始终坚持满足人民美好生活需要为价值导向,不失时机地推动改革与创新,使其日趋完善,这便是我国基本公共服务体系不断完善和发展的演进逻辑。

Basic public services are an important part of the socialism with Chinese characteristics,which are the prerequisites to guarantee people’s production and life,resolve major social contradictions,and build a well-off society. Therefore,it is necessary to clarify the development context of China’s basic public services,in order to accurately position the direction of development and improvement of basic public services in the new era. Based on the perspective of historical changes,analyzing the evolution of China ’s basic public service system from three dimensions: basic public service supply subject,the supply structure,and the supply model,this paper finds that the basic public service system has always adhered to the value of meeting the people ’s needs for a better life during its development,promoted reform and innovation without losing the opportunity to make it increasingly perfect. This is always the evolutionary logic of the continuous improvement and development of China’s basic public service system.
