浅谈“两段准入”监管作业中做好国门生物安全工作

摘要 2019年10月28日—31日,中国共产党第十八届中央委员会第四次全体会议在北京召开,习近平总书记代表中央政治局作工作报告,审议通过的《中国共产党第十九届中央委员会第四次全体会议公报》指出:“中国特色社会主义制度是党和人民在长期实践探索中形成的科学制度体系,我国国家治理一切工作和活动都依照中国特色社会主义制度展开,我国国家治理体系和治理能力是中国特色社会主义制度及其执行能力的集中体现”。作为新时代的海关,如何在国家治理体系和治理能力中发挥积极作用,已成为新时代的课题。随着海关治理体系和治理能力的深化改革,创新的监管制度和服务能力,必然与陈旧的监管方式和服务模式产生激烈的冲突,甚至有不适应发展需求的现象发生。新海关背景下,在“两段准入”改革后,如何做好服务发展和国门安全两件大事已成为我们新时代海关人的初心和使命。 General Secretary Xi Jinping made a work report on behalf of the Political Bureau of the Central Committee on the Fourth Plenary Session of the Eighteenth Central Committee of the Communist Party of China held in Beijing from October 28 to 31,2019.As the Communiquéof the Fourth Plenary Session pointed out:“The socialist system with Chinese characteristics is a scientific system formed by the Party and the people through long-term practice and exploration,which serves as the basis for all the work and activities of China’s national governance.The governance system and capacity essentially reflect the socialist system with Chinese characteristics and its implementing ability.”How to play an active role in the national governance system and capacity has become a new topic for the New-era Customs.As the reform of Customs governance system and capacity deepens,innovative regulatory system and service capacity will inevitably conflict with outdated methods and patterns in an intensive way.There will even be situations in-adaptable to the needs for development.Against the backdrop of the new era,how to serve the development and safeguard the national security following the reform of“Two-stage Access”has become the original aspiration and mission for us as new-era Customs officers.
