摘要
公共服务是否有着更高的绩效,并不简单取决于政府供给的多寡,供给再多,若民众对其并无感知则与未曾供给并无区别,这就要求政府必须了解民众如何感知公共服务的绩效。就已有研究分析,社会资本、政府角色认知影响着民众对公共服务绩效的感知。本研究利用2015年中国综合社会调查数据作为数据源,采用分层回归方法统计检验了中国情境下个体社会资本、政府角色认知如何影响公共服务绩效的主观评价。检验结果显示,个体社会资本水平对其公共服务绩效的主观评价有显著的正向影响;政府在言论、职业与生活方面的干预程度越高,民众对公共服务绩效的主观评价就越低;在引入阶跃回归函数后,公民的受教育程度、阶层认同和年龄对公共服务绩效主观评价影响具有明显的内部差异性,民众对自我的认知越接近于社会“中间层次”,对公共服务绩效的主观评价就越低。
The higher performance of public services does not simply depend on the amount of government supply,but requires the government to understand how the public perceive the performance of public services.According to existing studies,the social capital and the cognition of government role could affect the public service performance perceived by the public.Through the Chinese General Social Survey Data in 2015,this study uses the hierarchical regression method to test how the social capital and the cognition of government role affect the public perception of public service performance in the Chinese context.The results show that a high level of social capital can effectively improve people’s subjective evaluation of public service performance.The higher the degree of government intervention in speech,career and life,the lower the subjective evaluation of public service performance.After introducing the step regression function,the three factors of education level,class identity and age have obvious internal differences in influencing the public perception of public service performance.The closer the public self-cognition is to the social“middle level”the lower their subjective evaluation of public service performance perception will be.
