摘要
“农村干部学历提升工程”(简称“工程”)是“互联网+”时代乡村人才培养模式的创新实践,实施近两年来运行效果如何,社会效益如何成了广受学习者及社会各界关注的重要问题,如何科学合理地评价社会效益,也对“工程”项目的后续发展影响至深。从“项目的存在对于社会带来的好处及对社会发展带来的影响”两个视角、七个维度进行了社会效益分析评价体系的构建,采用G1法构建模型对“工程”社会效益评价指标权重进行了分析,得到了四级评价体系中各评价指标的权重。
“The project of promoting the educational degree of rural cadres”(for short“project”)is an innovative practiceof the rural personnel training mode in the Internet+age.In the past two years,the operation effect and social benefit of the implementation have become an important issue of concern to learners and all walks of life.How to evaluate the social benefits scientifically and reasonably also has a profound impact on the follow-up development of“project”.This paper constructs the social benefit analysis and evaluation system construction from two perspectives and seven dimensions of“the benefits of project existence to society and its impact on social development”.It uses G1 method to build a model to analyze the weight of social benefit evaluation index of“project”,and obtains the weight of each evaluation index in the four level evaluation system.
