Research on Library Cultural Targeted Poverty Alleviation in the Big Data Environment

本文在对图书馆文化扶贫现状分析的基础上,认为大数据能够从保障文化扶贫依据精确全面、促进文化扶贫措施靶向发力、助力文化扶贫过程动态管理、推动文化扶贫绩效公开透明等4个方面,赋能图书馆文化精准扶贫;提出了以脱贫需求为导向、以精准数据为驱动、以公开透明为护航的图书馆文化精准扶贫3项原则;构建出由数据建设、文化帮扶、过程管理、绩效评估等4个模块组成的图书馆文化精准扶贫框架;指出了大数据环境下,图书馆文化精准扶贫的6条路径:全面剖析文化致贫原因、明确文化帮扶靶向,深耕文化扶贫数据建设、铸造精准帮扶利器,丰富文化资源服务形式、因地因时因人制宜,持续提供真人图书服务、激发脱贫内生动力,分类开展信息素养教育、助力乡土人才培育,引入第三方评估、促进文化精准帮扶良性循环。

Based on the analysis of the status of library cultural poverty alleviation,this article argues that big data can empower library cultural targeted poverty alleviation from four aspects of ensuring accurate and comprehensive cultural poverty alleviation basis,promoting the targeted development of cultural poverty alleviation measures,helping the dynamic management of cultural poverty alleviation processes and promoting the open and transparency of cultural poverty alleviation performance.This article proposes three principles of library cultural targeted poverty alleviation such as poverty alleviation-oriented,precision data-driven and with the escort of open and transparency,builds a framework for library cultural targeted poverty alleviation in the big data environment consisting of four modules:data construction,cultural assistance,process management and performance evaluation.Six paths of library cultural targeted poverty alleviation in the big data environment are pointed out:comprehensively analyzing the causes of cultural poverty to define the target of cultural aid,deepening the construction of cultural poverty alleviation data to forge the sharp weapon of precision aid,enriching the cultural resource service forms to adapt to local conditions,time and people,continuing to provide live book services to stimulate endogenous motivation of poverty alleviation,carrying out classified information literacy education to help cultivate local talents,introducing third-party assessments to promote a virtuous circle of cultural assistance.
