Reform and Opening UP as a Way of Governance:From the Perspective of Incremental Space

党的十八大以来,以习近平同志为核心的党中央深入总结改革开放宝贵经验,坚定不移推进全面深化改革,展现了新时代锐意进取的勇气担当和一往无前的奋斗姿态。文章认为,改革开放已经与中国发展成为不可分割的整体,深深嵌入到中国共产党治国理政的全过程与各方面,仅从“事”的角度已不能理解改革开放的内在逻辑。之所以“改革开放只有进行时没有完成时”,是因为改革开放不仅是一种手段而且具有了治国理政的方法论意义。改革开放是一种使社会主义体现出优越性的国家发展与治理方式,能为中国不断提供充足的增量发展空间,而正是这些增量发展空间使得中国特色社会主义始终保持着蓬勃生机活力。

Reform and opening up has developed into an inseparable wholity with China's development,and has been deeply embedded in the whole process and all aspects of the Communist Party of China's governance of China.From the perspective of“affairs”,the internal logic of reform and opening up can no longer be fully understood.The reason why“reform and opening up is only carried out when it is not completed”is that reform and opening up is not only a means but also has the methodological significance of governance.Reform and opening up is a form of national development and governance that gives socialism its superiority,and its core function is to provide China with ample incremental development space,which is what keeps socialism with Chinese characteristics alive and vibrant.
