区域科技创新政策效果评估及优化路径——以湖北省为例

Regional Science and Technology Innovation Policy Effect Evaluation and Optimization Paths——Taking Hubei Province as an Example

从科技创新资源、科技创新产出、区域经济效益3个维度,选取共18个指标,构建科技创新政策效果评价模型。以湖北省为研究对象,发现5年来科技政策实施效果显著。科技创新政策效果的一级指标间,及其与测度指标间均呈显著正相关关系。因此,加大科技创新投入力度、推进科技创新政策实施、健全科技创新评估机制等有助于提升区域科技创新能力。

From the three dimensions of scientific and technological innovation resources,scientific and technological innovation output,and regional economic benefits,a total of 18 indicators are selected to construct a model for evaluating the effects of technological innovation policies.Taking Hubei Province as the research object,it is found that the implementation effect of science and technology policy in the past 5 years is remarkable.There is a significant positive correlation between the first-level indicators of the effectiveness of science and technology innovation policies and their measurement indicators.Therefore,increasing the investment in scientific and technological innovation,promoting the implementation of scientific and technological innovation policies,and improving the evaluation mechanism of scientific and technological innovation will help to enhance regional technological innovation capabilities.
