历届党的中央领导集体都把解决国家区域发展不平衡问题当作历史责任与使命,并在各历史阶段形成了相应的国家区域发展战略思想及格局,其历史演进分别是:在“三线建设”战略思想指导下形成的内向型区域发展战略格局,在“两个大局”战略思想指导下形成的外向型区域发展战略格局,在西部大开发战略思想指导下形成的东中西部区域协调发展战略格局,在区域发展总体战略、主体功能区战略指导下形成的区域发展总体格局,在“经济带”跨区域协作战略思想指导下形成的中国特色区域发展总体战略格局。深入总结其经验启示,有利于进一步推进中国特色区域发展总体战略思想与格局的成熟和定型,有助于更好地坚持中国特色社会主义道路和实现“两个一百年”奋斗目标。

Each central collective leadership of the Party has taken the solving of unbalanced regional development as its historical responsibility and mission,and formed corresponding national strategic thought and pattern of regional development in each historical stage.The historical evolution is as follows:a strategic pattern of inward regional development was formed under the guidance of the“three-line construction”strategic thought;a strategic pattern of outward regional development under the guidance of the strategic thought of“two general considerations”;a strategic pattern of east-central-west coordinated development under the strategic thought of China western development strategy;a holistic strategic pattern of regional development under the guidance of the holistic regional development strategy and the development priority zone strategy;and a holistic strategic pattern of regional development with Chinese characteristics formed under the guidance of the“economic belt”trans-regional cooperation strategy.An in-depth review of its experience and enlightenment will help further mature and finalize the overall strategic thinking and pattern of regional development with Chinese characteristics,and better adhere to the path of socialism with Chinese characteristics and achieve the“two-century goals”.
