Cultural Governance:Institutional System and Practical Requirements

党的十九届四中全会确立了文化治理的重要地位,明确了以“马克思主义在意识形态领域指导地位的根本制度”为支撑的一整套系统完备、科学规范、运行高效的制度设计及其治理体系,为新时代中国自觉坚持社会主义先进文化前进方向,实现“两个一百年”奋斗目标,继续推进改革开放事业以及应对风险挑战提供强大的思想保证、精神动力、道德力量、智力支持和舆论氛围等奠定了坚实的制度基础,具有里程碑式的重大意义。中国特色社会主义文化制度体系及其治理机制以马克思主义中国化成果特别是习近平新时代中国特色社会主义思想为理论指导,深深地植根于中国国情,传承中华传统文化生生不息的优秀基因,反映着当今世界的“时代精华”,汇集着执政党和全国各族人民的根本利益和价值追求,在实践中展现出强大生命力和巨大优越性。

The Fourth Plenary Session of the Nineteenth Central Committee of the CPC established the important position of cultural governance,made clear the institutional design and governance system of a whole set of complete,scientific,and effective institutions supported by the“basic institution of the guiding position of Marxism in the ideological field”,and laid a solid institutional foundation for our country to conscientiously adhere to the direction of socialist advanced culture,promote the great development and prosperity of culture,build a socialist cultural power,and provide a powerful ideological guarantee,spiritual motive force,moral force and intellectual support and the system of public opinion atmosphere for realizing the“two-century”goals,going on with the reform and opening up and coping with the challenges and risks.It is a milestone in the development of cultural governance.The system of socialist culture with Chinese characteristics and its governance mechanism are based on the theoretical guidance of sinified Marxist theories,particularly,Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,and deeply rooted in China’s national conditions,pass on the excellent genes of Chinese traditional culture,reflect the contemporary essence of the world,embody the fundamental interests and value pursuit of the ruling party and the Chinese people of all ethnic groups,and exhibit a strong vitality and huge advantages in practice.
