A Study of Building the Lifelong Accountability System for Major Decisions in the New Era

建立重大决策终身责任追究制度及责任倒查机制是中国共产党在总结重大决策的历史经验教训基础上提出的重大任务,也是推进全面从严治党和全面依法治国的必然要求。构建重大决策终身责任追究制度体系,必须界定重大决策终身责任追究的主体和对象;明确重大决策终身责任追究的事项规定范围和追责时效;明确重大决策终身责任追究的责任形式及承担方式;完善重大决策终身责任追究的运行程序。重大决策责任终身追究制度建设是一个系统工程,必须坚持以政治建设为统领,在完善相关制度法规、议事规则和决策程序、党务政务公开制度、容错纠错机制和问责机制的基础上,才能实现重大决策终身责任追究。

To establish a lifelong accountability system for major decisions and a retroactive responsibility investigation mechanism is an important task brought forward by our Party by summing up the historical experiences and lessons relating to major decisions,and also a necessary requirement for comprehensively strengthening party discipline and comprehensively promoting law-based governance.In order to build the system of lifelong accountability for major decisions,we must define the subject and object of lifelong accountability for major decisions,make clear the scope and time limit of lifelong accountability for major decisions,make clear the liability forms and modes of the lifelong accountability system for major decisions,and improve the operational procedures of the lifelong accountability system for major decisions.The construction of the lifelong accountability system for major decisions is a systematic project,which must be guided by political construction.Only by improving relevant systems and regulations,rules of procedure and decision-making procedures,the system of openness in party and government affairs,the mechanism of tolerance and correction for errors and the mechanism of accountability,can lifelong accountability for major decisions be realized.
