Some Countermeasures and Suggestions on Optimizing China’s Economic Spatial Structure during the 14th Five-Year Plan Period

“十四五”时期,优化我国经济空间结构,应从如下方面着手:优化区域空间结构,重新划分区域,由现在的四大区域划分为五大经济区域,并制定差异化的区域经济政策;为促进北方腹地发展,在国家“两横三纵”轴线的基础上,加快推进“青—银发展轴”建设;大力推进产业结构转型升级,加快改变东北、西北地区以资源密集型行业为主导的产业结构;加大对东北、西北地区的人力资本和科技创新投入,切实增强其发展新动能;在全国交通基础设施网络建设中,对东北地区和西北地区的交通基础设施建设给予特别支持;提升北方地区的城镇化水平,加强北方地区国家中心城市以及大都市圈建设,以承载更多的人口和经济功能,特别是要避免东北地区人口的进一步流失;支持西北地区和东北地区发展,抓住“一带一路”建设机遇,推进全方位对外开放;建立更加有效的区域合作机制,深化省域之间区域合作。

To optimize China’s economic spatial structure during the 14th five-year plan period,we should optimize the regional spatial structure,re divide China’s regions,divide the current four regions into five economic regions,and formulate differentiated regional economic policies.To promote the development of northern hinterland,it is necessary to speed up the construction and development of the“Qingdao-Yinchuan development axis”during the 14th five-year period.The industrial pattern dominated by resource industries in northeast and northwest China needs to be changed by transforming and upgrading industrial structures.To strengthen the new growth power,it is necessary to increase the investment in human capital and technological innovation in northeast and northwest regions.Special supports to strengthen the transportation infrastructures in northeast and northwest regions are needed.To enhance the urbanization development and avoid the further loss of population in northern China,we need to facilitate the development of the national central cities and large metropolitan regions to carry more population and economic functions.It is necessary to support the all-round opening-up of northwest and northeast regions by seizing the opportunities of The Belt and Road Initiative.Lastly,more effective regional cooperation mechanisms between provinces and regions are needed to promote the integrated regional development of China.
