实施“强省会”战略的现实基础及其可能取向

近年来,我国多个省份先后实施相关政策以做大做强省会城市,推行“强省会”战略已然成为一种新趋势。实施“强省会”战略有利于带动省域经济发展、拉高省会城市发展排名,并为省会城市高速发展提供更多要素储备,但也拉大了地区间的差距,容易造成公共品的供给不足,加剧城市间的GDP竞争,忽略环境保护。为此,应注重“强省会”战略推进的地区特性,充分发挥政府和市场作用,及时补足公共品供给,加强规划引领。

In recent years,many provinces in China have implemented relevant policies to make the capital cities bigger and stronger.It has become a new trend to implement the strategy of“strengthening the provincial capital”.The implementation of the strategy of“strengthening the provincial capital”is conducive to promoting the economic development of provinces,raising the ranking of provincial capital cities,and providing more factor reserves for the rapid development of provincial capital cities.However,it also widens the gap between regions,resulting in insufficient supply of public goods,aggravating the competition of GDP among cities and neglecting environmental protection.Therefore,we should pay attention to the regional characteristics of the strategy of“strengthening the provincial capital”,give full play to the role of the government and the market,timely supplement the supply of public goods,and strengthen the planning guidance.
