摘要
黄浦江堤防是上海城市防汛安全的重要屏障,由于近年来堤防不断提标改造,如何确保黄浦江堤防设施始终符合安全、利民、景观等要求,是堤防管理者必须研究的重要课题。针对黄浦江堤防管理现状,分析了目前存在的法规修订滞后、设施管理交叉、功能定位与管理力量不匹配等问题,根据堤防管理中的短板,提出了一系列对策和建议。
The dike of Huangpu River is an important barrier for the safety of urban flood control in Shanghai.In the recent years,the dike is continuously reconstructed by upgrading standards.How to ensure the dike facilities of Huangpu River always conforming to the requirements of safety,favorable to the people and landscape is an important subject the dike managers must study.According to the current situation of the dike management of Huangpu River,the problems of the delayed revision of regulations,management crossover of facilities,and functional orientation not matched with management power existing now are analyzed.Based on the weaknesses in the management of dike,a series of countermeasures and suggestions are put forward.
