摘要
从政策管理的角度,梳理了草原生态补奖政策实施以来在恢复草原生态环境,加快畜牧业生产方式转变,提高农牧民收入等方面取得的成效。总结出当前政策实施过程中存在的草牧业产业发展落后、监管和技术队伍薄弱等问题,提出了提高补奖标准、重新核定补奖区域和面积、继续安排绩效考核奖励资金、加大草牧业扶持力度、加强队伍建设、完善相关配套措施和构建多部门联动机制等政策建议,对于确保政策精准落地、助推牧区实施乡村振兴战略具有重要意义。
The achievements of the grassland eco-compensation policy were reviewed through the view of grassland management,including grassland ecosystem restoration,change of livestock production modes and improvement of herders’income.The paper also summarized the weaknesses in grassland industrial development,such as less developed grass livestock production and outdated supervision and techniques in grassland management.To resolve these issues,suggestions were provided including improving the eco-compensation level,modifying the compensation region and area,keeping incentive budgets,enhancing the support for grassland livestock production and team strengthening,optimizing the related facility and building connection among multi-departments.These suggestions are of great significance for grassland eco-compensation policy application and promoting the rural vitalization in pasturing areas.
