高可再生能源比例下的山东电力系统储能需求分析及省级政策研究 被引量:20

摘要 山东电力系统面临新能源发电消纳困难、高峰供电不足的问题,亟需提升电力系统调节能力。储能是提升电力系统调节能力的重要手段。本文分析了山东电力系统现状和面临的主要问题,从新能源消纳和高峰负荷供给2个方面,运用电力系统规划方法分析山东对储能的需求,提出山东电网主要缺乏调峰资源,对调频需求量不大,并提出了适合山东这种火电为主电网的储能发展技术路线。在储能盈利模式和政策制定方面,讨论了电力辅助服务市场、两部制电价和电力现货市场补偿方式,提出参与电力现货市场是未来盈利主方向。 Problems like difficult new energy consumption and insufficient peak power supply capacity exist in electric power system in Shandong province,the power system regulation capacity in Shandong province needs to be improved immediately.Energy storage is an important method to improve the regulation capacity.This article performs a current situation analysis on the existing electric power system of Shandong province and lists the main problems,from two aspects of new energy consumption and peak power supply.It researches the demand of energy storage using electrical power system planning method,puts forward that peak load regulation is the main demand of Shandong province but not the frequency modulation.Moreover,it puts forward the strategy of energy storage technology selection in such electric power system mainly consisting of fossil power plants like Shandong.Against the profit model and policy,this article gives analysis on different policies like electric power auxiliary service market,two part tariff and electric spot market,it also points out that electric spot market is the policy suitable for energy storage in the future.
