Promotion strategy for content production capacity of Chinese scientific journals

【目的】提出一套系统、有效的中文科技期刊内容生产能力提升方案,以快速推进我国中文科技期刊的能力建设和创新发展进程。【方法】通过对161种期刊的问卷调研、166种SCIE或EI收录期刊出版单位署名的相关文献调研和2家期刊社的实地调研,多方向、多角度地对高水平期刊的内容生产过程进行系统探究。【结果】从内容质量控制、生产周期控制和内容显示质量控制3个视角总结、提炼出高水平中文科技期刊提升内容生产能力的9项核心策略:组约优质稿件、提升初审质量、提升同行评议质量、提升编校质量、优化生产流程、采用网络首发和预印本、拓展内容的数字化制式、提高主题部分的质量和显示度、提供英文译文。【结论】期刊生产流程的优化和再造是内容生产能力提升的主要途径,而科学家精准注力办刊是期刊内容质量提升的动力引擎,新技术和新模式汇集的生产过程是生产效率和显示质量提升的加速器。

[Purposes]This paper puts forward a set of systematic and effective strategies to improve the content production capacity of Chinese scientific journals from the overall level,and to promote the capacity-construction and innovation development process of Chinese scientific journals.[Methods]Through questionnaire survey on 161 journals,literature survey on 166 journal publishers which were author affiliations of the related academic articles and were indexed by SCIE or EI databases,and field survey on 2 excellent journal publishers,we systematically explored the content production process of excellent journals from multiple directions and angles.[Findings]Nine core strategies for improving the content production capacity of high-level Chinese scientific journals are summarized from three perspectives(content quality control,production cycle control,and content display quality control),such as organizing high-quality manuscripts,improving the quality of preliminary review,peer review,and editing and proofreading,optimizing the production process,adopting the online-first publishing and preprint pattern,expanding the digital format of the article content,improving the quality and displaying level of the theme part,and providing English translation.[Conclusions]The important channel to the improvement in content production capacity is optimization and reengineering of journal production process,the powerful engine to improve the quality of content is that scientists accurately focus on the journal production process,and the accelerator to promote the production efficiency and displaying quality is that the production process converges new technology and new mode.
