整体性治理视角下的节约型机关建设研究——以党政机关办公用房管理为例

Construction of Economical Government under the Perspective of Holistic Governance:A Case Study of the Management of Party and Government Office Buildings

加强党政机关办公用房管理工作是建设节约型机关的重要组成部分,对推进节约型政府建设具有重要意义。本文首先分析了党政机关办公用房管理存在的问题,包括管理理念不新,依法行政不强,管理体制不顺,运行机制不活,以及管理基础不实和综合绩效不显等。这些问题本质上是整体性治理理念贯彻不够的结果。因此,本文在梳理整体性治理核心要点的基础上,从统一职能部门建设、法律体系建设和信息系统建设三个角度介绍了西方国家政府办公用房整体性治理的经验。最后,文章提出建议:从整体性治理理念、全生命周期管理和信息系统建设三个层面解决我国党政机关办公用房管理的困境。

Improving the management of party and government office buildings is an important part of the construction of economical government,which plays a pivotal role in enhancing government efficiency.At first,this paper summarizes the problems of the management of party and government office buildings into three aspects,including lack of legal awareness and new management ideas,inefficient management regime and operation mechanism,and improper management leading to low-level performance.This paper argues that the problems can be attributed to the lack of holistic governance theory in practice.Thus,this paper introduces the experience of the management of government office buildings in western countries from three aspects of the construction of unified functional departments,effective legal system and information system,based on illustrating the key elements of holistic governance theory.At last,this paper proposes measures to improve the management of party and government office buildings in China,including the implementation the idea of holistic governance and life-circle management as well as the construction of information system.
