随着政府数字化转型提速,通过信用数字化技术倒逼信用体系变革,降低数字经济交易成本和行政监管运行成本是当前亟待研究的重大议题。信用数字化有助于破解"信用碎片化"、"市场柠檬化"、"监管割裂化"等难题,路径上需要注重数据系统和业务系统同步,基于业务协同关系界定数据供需关系,按照"信用数据模块定义→信用数据需求清单→信用数据接口集成→信用数据流验证"迭代路径,促进信用业务协同和信用数据共享。应体系化编制公共信用信息目录,建立符合政府数字化转型内在逻辑的信用监管流程,实现对全部主体信用的精准画像和精准分析,强化信用数字化的政策标准供给。探索建立以信用承诺为主的双轨审批制,将信用数字化建设纳入公共服务流程,推进公共信用信息平台与金融信用信息平台融合,全方位嵌入社会治理数字化转型。

With the rapid development of government digital transformation,the reform of the credit system through credit digital technology and cost reduction of the digital economic transactions and administrative supervision are major issues that need to be studied.The digitization of credit helps to solve the problems of"credit fragmentation","market lemonization"and "supervised fragmentation".The path needs to focus on the synchronization of data system and business system,defining the relationship between data supply and demand based on business synergy relationship according to credit data module definition → credit data requirement list → credit data interface integration → credit data flow verification iteration path to promote credit business collaboration and credit data sharing.The public credit information catalogue should be systematically compiled,and a credit supervision process conforming to internal logic of government digital transformation should be established to achieve accurate portrait and accurate analysis of all subject credits,and strengthen the policy standard supply of credit digitization.in order to adapted to the government digital transformation trend,it is necessary to explore the establishment of a dual-track approval system based on credit commitments,incorporate credit digitalization into public service processes,promote the integration of public credit information platforms and financial credit information platforms,and fully embed into the digital transformation of social governance.
