西安机场线线路穿越文物密集区方案研究

The Research on Scheme of Xi’an Airport Line through Cultural Relics Intensive Areas

西安机场线项目所处古都西安渭河北岸,历史文化悠久,文物资源极为丰富,周边分布了秦汉多处国家文物遗址及帝陵墓葬。在线路无法绕避的情况下,研究文物保护与城市建设如何两者兼顾,协调发展,为在文物密集区建设工程提供经验。本着既有利于文物保护,又有利于基本建设两利方针,从项目规划、线路方案、工程设计、工程实施以及运营安全等全过程进行文物影响评估与文物保护措施研究。采用低能耗、少污染、大容量、快速、便捷的绿色轨道交通,推荐绕行经秦制陶作坊遗址高架敷设线路方案,在项目设计、实施、运营各阶段采取有效的文物保护措施,顺利得到国家文物局的批复,实现城市建设与文物保护的统筹协调,促进城市经济可持续、生态化发展。

The project is located on the north bank of the Weihe River in the ancient capital of Xi’an, that has long historic culture and abundant cultural resources, and there are many national cultural heritage sites and tombs of emperors in Qin and Han Dynasties around it. Under the circumstance that the route can not bypass culture heritage sites, this paper studies how to balance the protection of cultural relics and the urban construction, coordinate development and provide experiences for the construction in cultural relics-intensive areas. In line with the principle of benefit to both cultural relics protection and capital construction, impact assessment and protection measures of cultural relics are studied in the processes of project planning, route scheme, engineering design, project implementation and operation. The project adopts green rail transit with low energy consumption, less pollution, large capacity and fast and convenient operation to pass the relics of Qin Pottery Workshop by elevated route. Effective measures are taken to protect cultural relics in the processes of project design, implementation and operation, and approval of the State Administration of Cultural Relics is obtained. Thus, the coordination between urban construction and cultural relics protection is realized, and sustainable and ecological development of urban economy is promoted.
