污水处理PPP项目初始定价及动态调价机制研究

Preliminary Analysis on the Initial Pricing and Dynamic Price Adjustment Mechanism of PPP Sewage Treatment Projects

PPP项目的公共属性决定了政府方必须采取相应的措施,既要保障资本方投资回报维持在合理水平以调动其积极性,又要防止其通过特许经营地位攫取暴利使社会公共利益受损.另外,污水处理PPP项目一般为长期契约,受价格影响会发生较大变动.因此,合理测算出双方均可接受的污水处理价格并设定科学的价格动态调整机制,对于项目的长期稳定运行具有重要而深远的意义.通过简要梳理污水处理PPP项目初始定价及动态调价基本思路,并以太原市晋阳污水处理厂一期工程MBR工艺部分为例,对污水价格动态调整进行了具体分析.

The public nature of PPP projects determines that the government must take appropriate measures to ensure that the return on investment of the capitalists is maintained at a reasonable level in order to mobilize their enthusiasm,but also to prevent them from taking windfall profits through their franchising status to damage public interests.In addition,sewage treatment PPP projects are generally long-term contracts,it will change greatly affected by price.Therefore,it is of great and far-reaching significance for the long-term stability of the project to reasonably calculate the acceptable sewage treatment price and set up a scientific price dynamic adjustment mechanism.The basic ideas of initial pricing and dynamic price adjustment ofPPP sewage treatment projects are briefly summarized,taking the MBR process of the first phase project ofJinyang sewage treatment plant in Taiyuan as an example,the dynamic adjustment of sewage price is analyzed in detail.
