摘要
在中共十九大提出打造“共建共治共享”的社会治理格局和我国城市规划进入存量时代的大背景下,公众参与社区更新机制的研究非常重要。文中首先对英国、中国台湾和中国大陆公众参与社区更新的状况进行了介绍,进而从参与目标与主体角色、NGO作用、法律法规政策支持、组织保障、资金来源和参与特色等六个方面,对他们的公众参与社区更新的机制进行了深入比较分析,最后针对我国大陆公众参与社区更新存在的问题,提出改进建议。
The 19th CPC National Congress proposed to build a social governance pattern of“co-construction,co-governance and sharing”,and urban planning in China has entered the stock era.In this context,it is very important to study the public participation mechanism in community regeneration.Firstly,this paper introduces the situation of public participation in community regeneration in Britain,Taiwan District,and mainland of China.Then the author makes a deep comparison of the their public participation mechanism in community regeneration from six aspects,which are,participation goal and subject role,NGO functions,supporting laws and regulations policy,organization safeguard,fund source,and participation characteristics.Finally,according to the problems of public participation in community regeneration in the mainland of China,this paper puts forward some suggestions for improvement.
