一场疫情深刻改变世界,全球政治经济格局进入重塑进程。全球性疫情加剧了"逆全球化"思潮的蔓延,"全球化"放缓成为全球发展新态势。人类命运共同体构建和"一带一路"建设都进入一个"调适期"。要以政治智慧尊俎折冲,把握好这一特殊的"历史机遇期",积极推行对全球新态势的新认知,推进"第三方市场合作"新模式,推进民族历史文化领域的交流拓展维度,注重政治效能和国家形象营建营销。国家形象是一种结构十分确定的信息资本,要优化国际话语体系输出,营建"负责任大国"的国际形象。扩大开放是解构"脱钩"的根本之举。无论"一带一路"的适应性调适、人类命运共同体的重点深化,还是国家形象建设和国际话语体系的提升,都不只是简单技术层面的操作,更是全球新态势下的文明理性和新型政治思维下的调整和选择。

The COVID-19 pandemic transforms the world deeply,and the global political and economic pattern has thereby entered a remodeling process.With the spreading of anti-globalization,slowdown in the pace of globalization has become a new normal.Accordingly,the construction of a community of shared future for mankind and“the Belt and Road Initiative”will face an adjustment period.It requires political wisdom to make good use of such a special window of opportunity to promote the recognition of the global new normal,the new mode of cooperation with the third-party market,international cultural exchanges,as well as a positive national image.As a symbolic capital with definite structure,national image can be optimized by constructing favorable international discourse system.Moreover,the policy of further opening-up is a fundamental countermeasure to decoupling.All of the above can only be achieved by means of systematic measures.
