清代江南河库道设置考

The Appointment of River-Related Expenditure Official in Jiangnan Province of the Qing Dynasty

清代江南河库道设置于雍正八年(1730),驻扎清江浦,掌管江南通省河务钱粮的支出收纳。区别于其他地区的管河道只掌一道钱粮,或数道共掌通省钱粮的情况,在河情复杂的江南,却只设一河库道掌管南河河库钱粮。基于该特殊性,结合时代特征,从河库道设置背景、设置过程、衙署建置及裁撤等方面入手,梳理河库道的时间脉络,进而从河库道的发展中窥探河政体制的兴衰。

River-Related Expenditure Official of the Qing Dynasty was first appointed in 1730(during Emperor Yongzheng’s reign)in Qingjiangpu.The post was in charge of the expenditure of money and allocation of grain for river-related affairs.Different from other areas where such responsibility was taken by one or several River Course officials,only one single official was appointed to be in charge of such task in Jiangnan Province where river situation is complicated.The rise and fall of the river regulation system is explored from the development of the position by introducing the background,the appointment process,building of office and finally the revocation of the post.
