Three fold Logic of the Governance at Grass-Root Level Led by the CPC

党的领导是推动基层治理体系和治理能力现代化的重要力量,也是我国社会治理的重要优势,是区别于西方治理理念的鲜明特质。党领导基层治理有理论逻辑、历史逻辑和实践逻辑三个维度,深入分析“三大逻辑”是认识中国特色基层治理的重要内容,也是探索现代社会转型的中国智慧和中国方案的重要方法。党领导基层治理所依据的理论逻辑有政党类型理论、党群关系理论、社会—政党—国家理论等。历史逻辑表现为:党领导基层治理是对中国传统治理结构和文化的继承和发展;党的领导始终是新中国基层治理格局中的关键变量;改革开放以来党领导基层治理经历了从松动到权威重塑的过程,并延续成为我国“现代社会治理格局”的最大特色和优势。实践逻辑包括:加强党对基层治理的领导是完成新时代历史使命的政治需要,是全面从严治党向基层延伸的必然要求,是推进国家治理体系和治理能力现代化的应有之义.

The leadership of the CPC is an important force to promote the modernization of the grass-root governance system and governance capacity.It is not only an important advantage of China's social governance but also a distinct characteristic compared with the western governance philosophy.There are three dimensions about the CPC's leadership in grass-root governance:the theoretical logic,historical logic and practical logic.An in-depth analysis of the“three logics”is an important basis for understanding the Chinese characteristics of grassroots governance,it also helps us to explore the Chinese wisdom and Chinese solutions in the transformation of modern society.The theoretical logic can be based on:theory about party'stype,theory of party-mass relationship,theory of social-party-state etc.The historical logic is shown as follows:the grass-root level governance under the leadership of CPC is the inheritance and development of the traditional governance structure and culture of China;the leadership of the CPC has always been the key variable in the new China's grass-root governance pattern;since the reform and opening up,the grass-root governance led by the CPC has gone through a process from loose to authority reshaped,and it has continued to become the biggest feature and advantage of the“modern social governance pattern”in China.The practical logic includes:Strengthening the leadership of the CPC in community-level governance is the political need to fulfill the historical mission in the new era.It is the essential requirement to extend the CPC's comprehensive and strict governance to the community-level,and is also the inherent meaning of promoting the modernization of the national governance system and governance capacity.
