社会服务机构治理能力现代化的路径探索

Exploration of the Modernization of Social Service Institutions′Governance Capability

为进一步推进社会服务机构更好地参与社会治理,从政府职能转变、市场供给不足和社会治理的有效供给角度,分析了社会服务机构的发展机遇;分别从治理体系、治理结构、治理能力层面指出社会服务机构存在主体地位不充分、市场竞争不充分、支持引导不充分的困境,治理结构不够合理、治理结构作用机制发挥不够的困境,党建工作缺失、缺少顶层设计和规划、人力资源短缺、财务风险较大的困境,提出社会服务机构治理能力现代化的路径:加强和改进党的建设、优化组织内部治理结构、做好顶层设计和发展规划、加强人才队伍建设、构建健康的财务体系。

In order to further promote the participation of social service institutions in social governance,this paper analyzes the development opportunities of social service institutions from the perspectives of the transformation of government functions,the shortage of market supply and the effective supply of social governance.It points out that social service institutions are in the dilemma of insufficient subject position,insufficient market competition,insufficient support and guidance,insufficient governance structure,insufficient mechanism of governance structure,lack of party construction work,lack of top-level design and planning,shortage of human resources and high financial risk from the perspectives of governance system,governance structure and governance capability.The paper puts forward the approaches to the modernization of the governance capacity of social service institutions:strengthening and improving the construction of the party,optimizing the internal governance structure of the organization,promoting top-level design and development planning,strengthening the construction of the talent team,and building ahealthy financial system.
