整体性治理:中国城市治理形态的逻辑转型及其实践反思

Holistic Governance:the Logical Transformation of China's Urban Governance and Its Practical Reflection

经过改革开放40多年的实践,城市治理在追求效率和速度的同时,也加剧了城市社会身份区隔、文化分异与阶层壁垒等现实问题,陷入道德性困境。作为一项融合工具理性和价值理性的治理术,整体性治理基于社会系统的视角,从价值选择、行动逻辑、制度设计、空间秩序等方面重塑了城市的权力分布结构和空间形态,进而有利于导向城市社会的团结和社会整合,彰显出整体性治理的价值禀赋。不容忽视的是,受一些因素的影响,整体性治理仍存在诸多的实践局限。如何在新的城市空间秩序深刻变革的新时代里发展和完善,是整体性治理不得不面临的重要挑战。

As revealed in the practice of more than 40 years of reform and opening up,urban governance,while pursuing efficiency and speed,has also intensified the practical problems of urban social identity division,cultural differentiation and class barriers,and has fallen into a moral dilemma.As a governance method that combines instrumental rationality and value rationality,the holistic governance reshapes the urban power distribution structure and spatial form from the perspectives of social systems,covering the aspects of value choice,action logic,system design,and spatial order.It is conducive to the solidarity and social integration of urban society,and it shows the value endowment of holistic governance.It cannot be ignored that,due to the influence of some factors,the holistic governance still has many practical limitations.How to develop and improve in profound changes of the new urban space order in the new era is an important challenge that the holistic governance has to face.
