突发公共卫生事件中公共图书馆面向听障群体服务探索——以厦门为例

On the Public Libraries’ Service to the Deaf in Public Health Emergencies——Take Xiamen as an Example

突发公共卫生事件中听障群体由于缺乏为之服务的针对性信息,易造成资讯获取滞后等现象,公共图书馆可凭借自身优势,对事件中各种信息进行系统整合,从技术层面上加以创新、创建特色资源库、与社会组织合作为听障群体提供信息服务,2019年12月湖北武汉爆发新型冠状病毒性肺炎疫情,在举国上下这场抗击"新冠肺炎"的战疫中,以厦门为例,公共图书馆可面向听障群体提供个性化信息服务,采取一系列促进特殊人群信息资源公平获取的举措,满足听障群体了解事态发展进程的愿望,减少并消除听障群体的恐慌,树立有责任感及有担当的图书馆形象,推进图书馆事业的发展。

Due to the lack of targeted information for the hearing-impaired groups in public health emergencies,it is easy to cause information acquisition lag and other phenomena. Public libraries can,with their own advantages,systematically integrate all kinds of information in the events,innovate from the technical level,create a characteristic resource base,and cooperate with social organizations to provide information services for the hearing-impaired groups. In December 2019,Wuhan,Hubei suffered an outbreak of the COVID-19. The author takes Xiamen as an example in the whole nation’s battle against the COVID-19. Public libraries can provide personalized information services to hearing impaired groups,and adopt a series of measures to promote fair access to information resources for special populations to meet the aspirations of hearing-impaired groups to understand the course of development,and to reduce and eliminate panic of hearing impaired groups,so as to establish a responsible and responsible image of the library,and promote the development of the library cause.
