摘要
如何从宏观及整体角度竭力推动科技政策与产业政策协同是一个长盛不衰的主题,现有讨论在处理科技与产业政策协同关系时,似乎更为关注“增量”的政策视角——实际工作思路上往往体现为将科技与产业政策协同不言自明地落脚为科技成果产业化。问题在于,科技与产业政策协同是高度复杂的认知任务,其完成离不开决策者认知层面的分析,这个国家战略需求与具体政策供给之间的矛盾在如新材料、芯片等新兴关键高新技术领域往往体现得更为尖锐。本文指出政策存量视角承载着从决策者认知的角度破解协同问题的工具理性,政策存量视角提供关键性背景知识和结构化认知工具,突破在本部门思维模式下解决问题的固有惯性,进而避免科技成果产业化单向或过度膨胀本身所蕴含的风险。因此,政策存量视角应在科技与产业政策协同问题上获得充分理解及运用。
How to promote the integration of science&technology policy and industrial policy from the macro and overall perspective has been a hot topic.However,the current discussion seems to pay more attention to policy incremental perspective hence to believe the integration of science&technology policy and industrial policy shall be answered by promoting science&technology achievement industrialization.The problem is that the integration of science&technology policy and industrial policy is a cognitive task with high sophistication which cannot solve the problem without cognitive analysis of the decision-makers.The contradiction between the national strategic demand and specific policy supply is more sharp in emerging high-tech fields such as new material,chips and so on.This papers points out the policy incremental perspective fits from cognitive analysis of the decision-makers by providing key background knowledge and structural cognitive tools,breaking the mindset of a specific system and avoiding the risk of excessive science&technology achievement industrialization.The policy incremental perspective shall be further understood and utilized.
