基于结构方程模型的海绵城市PPP项目风险识别和分析

Risk Identification and Analysis of Sponge City PPP Project based on Structural Equation

现今我国水生态环境状况不容乐观,国家大力倡导海绵城市PPP项目建设治理。文章通过文献阅读法、案例比较法和专家访谈法识别海绵城市PPP项目全生命周期风险因素,分析研究得出政治风险、市场风险、自然风险、建设风险和运营风险五类一级风险指标和22个二级风险指标;再用问卷调查法和结构方程模型对海绵城市PPP项目风险指标进行实证研究,进而对影响海绵城市PPP项目风险指标排序,并对各风险指标针对性提出降低或转移风险的应对方案,以期对海绵城市PPP项目风险研究提供参考和借鉴。

Nowadays our country water ecological environment is not optimistic,countryadvocateconstruction management by sponge city PPP project.Through literature reading,case comparison and expert interview,toidentify the risk factors of the whole life cycle of sponge city PPP project,to analyze and to study five first-level risk indicators of political risk,market risk,natural risk,construction risk and operation risk,and 22 second-level risk indicators.With questionnaire and structural equation model,toempirical researchsponge cityPPP project risk indicators,then sort the risk indicators of sponge city of PPP project,and each index pertinence put forward to reduce or transfer risk response plan,in order to provide references to sponge city of PPP project risk research.
