基于政策空间选择的旅游地空间结构演化研究——以安徽省为例

Study on Spatial Evolution of Tourism Destination Based on Policy Spatial Choice:A Case Study of Anhui Province,China

新经济地理学强调区域空间研究的政策转向,政策空间选择对区域旅游空间结构演进产生重要影响。从政策空间选择的视角,探讨改革开放以来安徽省旅游空间结构演化过程,研究发现:①在非均衡发展阶段(1979—1999年),政策空间集中在旅游节点,通过纵向垂直干预政策,促进了安徽省点状旅游空间结构的生成。②在非均衡协调发展阶段(2000—2005年),政策空间拓展到旅游优势区域,政策转向单一尺度的横向水平干预,推动了单一板块的旅游空间结构形成。③在横向协调发展阶段(2006年—至今),政策空间拓展到全省范围,多板块的旅游空间结构形成。不同时期的政策空间选择加速了旅游空间结构的生成,推进了旅游空间递进发展,最终实现区域旅游空间一体化。研究有助于丰富旅游地空间结构演化的理论体系,有利于旅游地空间结构优化,促进旅游地可持续发展。

New Economic Geography emphasizes the policy turn of regional spatial research.Policy has spatial characteristics,and the choice of policy space has an important impact on the evolution of regional tourism spatial structure.From the perspective of policy space selection,this paper analyses the spatial attributes of policy,constructs the theoretical logical framework of policy space selection,and combs the spatial selection,spatial attributes and transformation of Anhui tourism policy since the reform and opening up.The research finds that:①In the unbalanced development stage(1979—1999),policy space is concentrated in tourism nodes,and the government uses spatial intervention means to construct infrastructure and tourism service facilities of Huangshan and Jiuhua Mountains through vertical intervention,which promotes the formation of spatial structure of point tourism in Anhui Province.②At the stage of unbalanced and coordinated development(2000—2005),the policy space extends to the tourism advantage area“Two Mountains and One Lake”region,and the spatial intervention shifts from vertical intervention to horizontal intervention,which encourages diversified investors to invest in construction.The number of grade A scenic spots in the“Two Mountains and One Lake”region increases rapidly,and the tourism spatial structure of a single plate forms.③At the stage of horizontal coordinated development(2006—present),policy space has shifted to the whole province,from the original spatial inclination policy to the industrial inclination policy,and the multi-plate tourism spatial structure has been formed.During this period,the government adopted the idea of coexistence of spatial neutrality and spatial intervention,the spatial neutrality policy promoted the integration of tourism space in Anhui Province.The spatial intervention policy strengthened the demonstration effect of the Southern Anhui International Cultural Tourism Demonstration Zone.Therefore,this paper puts forward policy conditions for improving regional spatial integration,highlighting policy differences and accuracy,adjusting policy means from spatial tilt to industrial tilt,and giving consideration to spatial neutrality and spatial intervention.The research is helpful to enrich the theoretical system of spatial structure evolution of tourist destination,to optimize the spatial structure of tourist destination,and to promote the sustainable development of tourist destination.
