摘要
提升中国特色自由贸易港治理体系和治理能力现代化水平,是我国建设更高水平开放型经济新体制、新制度的重要探索。中国特色自由贸易港治理体系的本质是高度开放,目标在于促进贸易、投资、跨境资金流动、人员进出、运输往来自由化和便利化、数据安全有序流动;核心是包容性制度创新,以高度自由、高度便利、高度法治为主要目标创新经济治理;以精简、高效、统一、灵活为主要特点创新政府治理;以共建共治共享为基本目标创新社会治理;以赋予特殊立法权和司法权为重点创新法律治理;以自由、有序、高效、安全为目标创新互联网信息治理。
Improving the modernization of the governance system and capability for the construction of Hainan Free Trade Port with Chinese characteristics is an important effort in building a new system for higher level opening-up in China.The essence of the governance for a free trade port is its high-level opening up.It aims at promoting free trade,free investment,free flow of cross-border funds,as well as free flow of people,goods and data.The core element is inclusive system innovation,i.e.,to innovate economic governance with the major objectives of realizing high-level freedom,convenience and rule by law.It is to innovate governance with streamlining administration to improve efficiency while remain flexible.It is to innovate social governance with the participation of and sharing by the society as its fundamental goal.It is to innovate legal governance with specially granted legislative and legal rights.It also includes information governance with freedom,order,efficiency and security as objectives.
