城市有机更新政策效果评估与优化策略研究——以杭州市“三改一拆”为例

Research on Evaluation of Urban Organic Renewal Policy Effect and Optimization Strategy——Take “Three Reconstructions and One Demolition” in Hangzhou for Example

城市有机更新是破解城市发展空间瓶颈的重要途径,其政策效果评估既是推进实施的重要指引和政府决策的现实依据,也是科学研究的难点所在。本文以杭州市"三改一拆"为例,基于层次分析法以完成绩效、效益绩效、公平性绩效、可持续性绩效四个维度构建城市有机更新政策效果评估体系并进行实证分析,综合评估政策效果,透视政策实施的缺陷与不足,并据此提出相应的优化策略。结果显示,杭州"三改一拆"政策综合评估结果"较好",但公众参与程度、政策灵活性、信息公开透明性、资金可持续性、健全配套政策得分偏低。为此,城市有机更新政策的实施应注重引导群众参与,加强公众监管,因地制宜突出特色,完善配套政策,保障资金持续供给,完善城市有机更新的长效机制。

Urban organic renewal is an important way to solve the bottleneck of urban development.Its policy effect evaluation is not only a significant guide to promote implementation and a realistic basis for government decision-making,but also the difficulty of scientific research.This paper takes"Three Reconstructions and One Demolition"in Hangzhou for example,and builds an urban organic renewal policy effect evaluation system according to the analytic hierarchy process based on the four dimensions of completion,benefit,fairness,and sustainability performance.This paper conducts empirical analysis and evaluates the policy effect comprehensively,finding out the defects and deficiencies of policy implementation,and then accordingly propose corresponding optimization strategies.The results show that the policy effect is"good",but the sco res of public participation,policy flexibility,information transparency,fund sustainability,and complement of supporting policies are low.Therefore,it is recommended that the implementation of urban organic renewal policies should focus on guiding the participation of the public,strengthening the public supervision,highlighting characteristics according to local conditions,and improving supporting policies to ensure the continuous supply of funds to promote the improvement of the long-term mechanism of urban organic renewal.
