Evolution and Prospects of Foreign Investment Management System in China

外商投资管理体制是影响引资规模和质量的系列制度与法规的集合。对改革开放40多年来我国外商投资管理体制的演化发展进行系统梳理与分析,发现开放政策、制度创新及营商环境持续改善是影响我国吸引外资规模和质量的重要因素。未来,我国外商投资管理体制改革应从强化准入后合规监管、促进投资政策与产业政策和区域发展政策的协同、强化自贸区制度创新与中国双边投资协定联动以及强化管理体制运行绩效评价等方面持续推进。

Foreign investment management system is a collection of systems and regulations that affect the scale and quality of foreign investment.After a systematic combining and analysis of the development and evolution of China’s foreign investment management system more than 40 years of reform and opening up,this paper finds that open policy,institutional innovation and continuous improvement of business environment are important factors affecting the scale and quality of attracting foreign investment in China.In the future,the government should continue to push forward the reform of foreign investment management system from the aspects of strengthening compliance supervision after access,promoting the coordination of investment policies with industrial and regional development policies,strengthening the linkage between the institutional innovation of free trade zone and China’s BITs,and strengthening the performance evaluation of foreign investment management system.
