Lowering the age of criminal responsibility can not help prevent such crimes.With the consideration of the characteristics and reasons of juvenile delinquency,under the context of the promulgation of the Juvenile Delinquency Prevention Law(Draft),a system of graded treatment for juvenile delinquency should be implemented,relevant laws and regulations for the parental education should be formulated,and the legislature for misconduct and serious misconduct should be improved.
